Every platform gates its payouts behind three things: an audience threshold, an activity threshold, and a country list. YouTube's main bar is 1,000 subscribers plus 4,000 public watch hours in 12 months, or 10 million Shorts views in 90 days. TikTok's Creator Rewards asks for 10,000 followers and 100,000 video views in the last 30 days. Instagram has no open programme at all. The country list is the requirement most creators discover last, and the one they can do nothing about.
Before you rely on any figure here. Platforms change these thresholds regularly and often roll changes out market by market. The numbers below reflect the widely documented requirements as of publication and are a starting point for planning, not a substitute for the official monetization page in your own account, which is the only source that reflects your country and account status.
YouTube Partner Program
The most established and most generous of the platform programmes, and the only one where ad revenue alone supports a meaningful number of full-time creators.
- Full ad revenue tier: 1,000 subscribers, plus either 4,000 valid public watch hours in the previous 12 months or 10 million valid public Shorts views in the previous 90 days.
- Lower fan-funding tier: YouTube also offers early access to features like channel memberships, Super Thanks and Super Chat at a reduced bar, commonly 500 subscribers plus 3,000 watch hours or 3 million Shorts views. This tier does not include ad revenue share.
- Also required: an AdSense account, two-step verification, no active Community Guidelines strikes, adherence to advertiser-friendly content guidelines, and residence in a country where the programme operates.
- Why it matters most: long-form YouTube pays several times more per view than any short-form surface, so it is the one programme where crossing the threshold changes your income rather than adding pocket money.
TikTok Creator Rewards
- Thresholds: 10,000 followers and 100,000 video views in the previous 30 days.
- Age and location: 18 or over, and resident in an eligible country. The eligible list is short and has excluded most of the world for the life of the programme.
- Content rule that catches people out: only videos longer than one minute earn. A creator posting 30-second videos can hit every threshold and still earn nothing.
- Account type: a personal account in good standing, not a business account.
- Note: this replaced the older Creator Fund, which paid dramatically less. Guides quoting Creator Fund numbers are out of date.
TikTok also runs separate monetization routes with their own rules, including live gifting, the affiliate and shop programmes, and the creator marketplace. In several large markets where Creator Rewards is unavailable, TikTok Shop affiliate commission is the only meaningful on-platform earning route.
Instagram is the outlier: there is no open, published monetization programme you can apply to and qualify for by hitting a number. This surprises creators more than any other fact in this guide.
- Bonus programmes: invite-only, offered in selected markets, and repeatedly started and stopped. You cannot apply.
- Subscriptions: available to eligible creators in selected countries, generally requiring a professional account and a minimum follower count.
- Badges in live video: available to eligible creators, again country-limited.
- The realistic route: brand partnerships, affiliate links and selling your own products. On Instagram these are not the fallback, they are the primary business model, including for very large accounts.

Facebook, Snapchat and the rest
- Facebook: runs performance bonus and in-stream ads programmes with follower and viewing thresholds that vary by market. Long-form video monetises more reliably than Reels.
- Snapchat: Spotlight rewards and revenue share on Stories for eligible creators, with thresholds around follower count and posting consistency. Earnings are concentrated in a small number of high-performing posts.
- X: ad revenue sharing tied to a paid subscription plus impression and follower thresholds.
- Pinterest, LinkedIn and Threads: no broad per-view payout. Value comes from traffic and from brand work.

The requirement nobody warns you about: your country
Follower and view thresholds are achievable with time. Country eligibility is not something you can work toward. Every major per-view programme operates on a restricted list of countries, and large creator populations in South Asia, Africa and Southeast Asia sit outside most of them.
- A creator in an ineligible country can build a large, genuinely engaged audience and remain permanently locked out of per-view payouts.
- Using a VPN or false location details to appear eligible violates platform terms and routinely results in withheld payments and account action. It is not a workaround.
- YouTube's programme has the broadest country coverage of the major platforms, which is one practical reason to invest in long-form if you are outside the short-form eligibility lists.
- Everything that is not a per-view payout, brand deals, UGC, affiliate income and digital products, works everywhere.
That last point is the important one. Platform eligibility is a gate on one income stream. It is not a gate on earning from your audience.
What to do if you are below the threshold, or outside the list
- Start with UGC. Brands pay for the content itself and run it in their own ads, so there is no follower requirement and no country gate. Typical rates run $75 to $150 per video for beginners. Full guide.
- Pitch brand partnerships. Deals happen regularly at 1,000 to 5,000 followers when the audience is well defined and engagement is above about 4%.
- Add affiliate links. Commission depends on audience trust, not on advertiser bid rates in your country.
- Then chase the threshold. Platform payouts are worth claiming once you qualify. They are a poor thing to spend a year waiting for.
The ordering matters. Most creators do this backwards: a year of chasing an eligibility threshold, then a first brand email.
